An unfamiliar country code on your screen is unsettling precisely because it carries no intuition with it. Most people can tell a local mobile from a local landline at a glance and have no idea what +234 or +370 implies. Here is what can be established about a foreign number, and what changes once you cross a border.
International dialling codes are allocated by the ITU and are stable: +44 is the United Kingdom, +49 Germany, +91 India. The code tells you which numbering plan the number was issued under, which is a fact rather than an inference, and it is available instantly and free for every number in the world.
What it does not tell you is where the caller is sitting. Numbers travel: people keep them when they move, businesses buy foreign numbers deliberately, and roaming means a +44 mobile can ring you from anywhere.
This is the thing most reverse-lookup services do not say plainly. Telecom metadata — validity, line type, the issuing carrier — is genuinely global, because numbering-plan data is published everywhere. Identity data is not. The public-records and commercial-database industry that links numbers to names is overwhelmingly American, and the same search that returns a full name and address history for a Texas mobile will return nothing at all for a Portuguese one.
So for an international number, expect the free layer to work and the paid layer to be thin. That is a property of the data, not of the tool, and any service promising otherwise is overselling.
One useful check costs nothing: does the number's internal structure match the country it claims? Every numbering plan has rules — the length of a subscriber number, which prefixes are mobile, which ranges are premium rate. A number that is the wrong length for its country code, or that uses a prefix the plan does not allocate, is malformed, and malformed numbers do not place legitimate calls.
Several countries have ranges that bill the caller heavily. Callback scams work by generating a missed call from one of them and waiting. The defence is simple and does not require a lookup: do not return international calls you were not expecting. If the call matters, the caller will try again or leave a message you can verify.
A foreign number is a reason to pay attention, not a conclusion. The overwhelming majority of international calls are ordinary.
