Is a 851 call a scam?
An area code tells you where a number was first assigned, not where the caller is. Mobile numbers keep their area code when people move, and internet (VoIP) numbers can be picked in any area code — so an 851 number can be calling from anywhere.
Robocallers exploit that with "neighbor spoofing": showing an 851 number to people in Nova Scotia & Prince Edward Island because a local-looking call is more likely to be answered. If an 851 call claims to be your bank, the IRS or the CRA or a delivery company, hang up and call the official number yourself.
About area code 851
851 will enter service on May 27, 2028, as an overlay on 902, which had run short of numbers.
It is part of the 782/851/902 overlay: the codes cover the same area, and a new line there can be given a number in any of them. Two neighbours — or two phones in one household — can have different area codes. That is also why local calls need the full ten digits.
Because 851 overlays the same ground, the cities listed are those of the codes it shares with.
NANPA lists 851 as running short of numbers, with relief planning under way — expect another overlay code here in the next few years.
Existing numbers will not change. What changes is that new numbers in the area may start with 851, so a call from 851 once it opens can be as local as one from 782 and 902.
