Instagram is not organised around phone numbers at all, which is the single most important thing to understand before searching for one. Accounts are usernames; a phone number is an optional security and discovery attachment.
You cannot paste a phone number into Instagram's search field and get a profile. The number's role is indirect: it can be used for account recovery, for two-factor authentication, and — if the account owner enabled it — for contact-based friend suggestions.
When someone allows the app to sync their address book, Instagram can suggest accounts belonging to numbers in it. That is a suggestion feature for people who already know each other, not a lookup tool, and it works only when the account owner has permitted discovery. It is also the reason an account you have never interacted with can appear in your suggestions.
Password-recovery flows sometimes reveal partially masked contact details, and guides circulate suggesting you use them to confirm whether a number is attached to an account. Treat this as unreliable: platforms deliberately change these flows to close the inference, the masking is heavy, and repeatedly triggering recovery on an account that is not yours sends security alerts to its owner. It is a poor method and an intrusive one.
The usual sequence is that an account moves the conversation off-platform early — to WhatsApp or Telegram — because Instagram has reporting and moderation and a message history. The number you are handed at that point is frequently the only verifiable thing in the entire interaction, which is exactly why checking it is worth the minute it takes.
Platform discovery answers one narrow question: is this number attached to an account here. A reverse phone lookup answers a different one: is this number real, how is it routed, and does anything public connect to it. The second question is often the more useful of the two, because it does not depend on a stranger's privacy settings.
Neither establishes identity. A registered account proves a number was used to sign up, not who is holding the phone.
